Pakistani electricity bills can be confusing with numerous charges and codes. This guide will help you understand every component of your bill.

Bill Header Information

  • Reference Number: Your unique 14-digit account number
  • Consumer Name & Address: Registered connection details
  • Tariff Category: A-1 (Domestic), A-2 (Commercial), etc.
  • Sanctioned Load: Maximum allowed load in kW

Meter Reading Section

Field Meaning
Present Reading Current meter reading date and value
Previous Reading Last billing cycle reading
Units Consumed Difference between present and previous
MF (Multiplying Factor) Usually 1 for residential, may vary for CT meters

Bill Charges Breakdown

Fixed Charges

Monthly fee based on your sanctioned load (kW), regardless of consumption.

Variable Charges (Cost of Electricity)

Calculated based on units consumed multiplied by applicable tariff rate for each slab.

Fuel Price Adjustment (FPA)

Monthly adjustment for fuel cost variations. Can be positive or negative. Shown separately from base rate.

Quarterly Tariff Adjustment (QTA)

NEPRA-approved quarterly adjustments for operational costs.

Electricity Duty (ED)

Provincial tax on electricity consumption, varies by province.

GST (General Sales Tax)

18% tax on total bill. Exempted for Protected consumers using up to 200 units.

FC Surcharge

Financing cost surcharge, typically ~PKR 0.43/unit.

TV Fee

PKR 35 monthly charge for domestic consumers (PTV license fee).

Meter Rent

Monthly rent for the meter if not customer-owned.

Understanding Your Bill Status

  • Protected Consumer: Average ≤200 units/month (subsidized rates)
  • Non-Protected: Average >200 units/month (higher rates)
  • Status Review: Reassessed every 6 months
